It was when Mr. Vikram Sarabhai saw a huge potential in India that made India enter the arena. In 1962, when INCOSPAR was set up with Mr. Vikram Sarabhai at the helm, India had limited amount of resources. When the cold war begun most of countries teamed up either with the USA or the Soviet but India remained neutral and had good relations with both the countries and hence benefited from both these super blocks.
